Glacier AT board - Does it make a diff?

My friend, who also owns a shocker, told me he was thinking about getting a Glacier board, so that he can increase his ROF even more. I debated that what comes with the Shocker is more than adequate.

Our questions are:
How much increase in ROF can you get?
If the ROF does increase by alot, does the Shocker begin chopping balls?
Is the sniper mode really that much quieter?
