air but bolt doesn't move??? solenoid???

I recently got a 99 shocker s/f. I took it apart and cleaned and lubed it. When i aired it up and shot it, air comes out from the hole underneth the bolt, but the bolt doesn't blow forward at all. What do you think it could be? The solenoids mabey? Whick solenoid controlls the air assist because no air comes out of that eighter.
