Rules for Paint Cannons?

Okay, you set me straight on the tripwire thing, now my question is about paint cannons. If there does exist one all-encompassing-FDA-approved-ordained-by-God document that covers ALL unconvenional paintball weapon rules of usage please let me know and I won't have to bother ya'll with it any more =D

I'm assuming that no field allows a paint cannon that fires multiple paintballs to be used against players on foot. So here's my idea:

What about a system that would be man portable and fires a scatter of liquid paint, not paintballs. (Think portable paint mine) Any rules against that?

If there is a way to use a multiple paintball cannon against players on foot, please let me know about that as well.
