Have you considered contacting the Army(?) with a SIBR proposal? Obviously, effective training aids are of keen interest to them and if you gave a decent proposal there's a good chance you could get your hands on unhacked-up tubes or even brand new tubes. Seriously, this kind of deal happens all the time. You just need to point out to the Army that the cost to them is very minimal while the potential benefit is huge. Just make sure you approach them as a business with a proposal, not an individual with an idea.
