It should work. The general rule of thumb is your expansion chamber should be the same volume as your barrel for a low pressure gun. Your velocity will be relative to your presure, and the speed in which you throw the valve.

For safety, you MUST put on a presure relief valve. If you don't you run the very real possibility of your cannon blowing up. PVC turns into shrapnel when it blows, which means you turn into hamburger. You may even consider using steel pressure chambers if your cannon is subject to being hit or fell on.
