Yes, new hydraulic systems are very expensive, and they eat horsepower. Maybe you can find an old skid steer loader. It will have all the parts you need.

: If you have plans for a really small PAV, you could also look for used, commercial ZTR mowers. They use a dual hydraulic motor setup that could be salvaged easily.

Or, any lawn mower with a hydrostatic drive...If you build it small enough.
