HPA Tank Questions

I've decided to get a HPA tank this summer, and have been doing my homework on them. I've come down to either a PMI tank, or an Air America Raptor tank. I would get 68/4500. I've got a few questions-

1. Is the PMI tank available in fiber-wrapped?

2. Besides the PMI being non-adjustable output, is there any difference in the tanks?

3. Which company's customer service is better?

4. Are there any reasons any of you feel that I should get one tank or the other?
