Tom's right on the money with his answer.

To add to that...

Inverting a tank during filling is generally considered a dangerous practice - due to the risk of the tank being dropped and the valve being damaged. Yes, it is possible to weld together a cradle to securely hold the tank in an inverted position, but that seems like a fair amount of work and materials in comparison to the work and materials involved in installing a dip tube in the tank and then simply not worrying about inversion.
