How do you read HPA serial numbers?

I have a PMI steel 68/3000 I'm trying to sell.

the serial on it reads:

DOT-3HT3000 M9001 A25706 07ia18 02REE:7. 30 AG 0131 GCT-Canada.

The buyer wants to know when it was built and when it needs hydro. Anyone know??
