Compressor Regulations?

I'm looking into buying a compressor for filling scuba tanks for paintball. A friend of mine told me that you have to have special certification or license or something to operate the high pressure compressors and I was wondering if anyone has any information on whether its true or not? I know for doing breathable air you would, but for paintball is the question. I live in Washington State. Thanks, Ryan |
