Regulator not working

I had just got a second hand Nitro/HPa bottle (my first one), 144/3000 if that matters, and I have a problem. Well, it needed hydrotested, got it done. I then went to the local field and got it filled. Gauge read 2900 PSI, and I then proceeded to adjust the reg. (Like I said, this is my first one, and the guy at the field said how to.) Well, I went to turn the knob, and I proceeded to turn it all the way in, and nothing. Un screwed it all the way out, and nothing. de-gassed the bottle, took the reg apart, and saw that nothing looked like it was missing. Checked all the imputs/output ports, and everything looked okay. I am as conused as a baby in a topless bar at the moment. Can you help me out?
