HIgh pressure tank vs.Low pressure tank

My friend asked me a question about whether to get a Low pressure tank or a high pressure tank and I didnt know the difference between the two. He has an STO cocker and no extra work has been done to it. For my info and for his what is the difference between the two, why would you use one over the other? And what would be recommended with his STO?
