Has anyone looked at the X-ball format rules? There is an article on paintballchannel.com about a new format for games. It doesn't solve the issue about not having a focus for television crews to watch, but it would allow for city based teams that would play one match against one team. It's almost like a combination of hockey and paintball. After each flag hang/elimination, you get a set amount of time to restock, or substitute someone in. It brings extra strategy in who you will play when, and if you should play more defensively or offensively. I suggest people go read the article more in depth.
