Yes they are capable of at least 18 bps. You'll more than likely not be able to outrun a 12v Rev with Xboard, about 10-12 bps, but I assume it's possible. A Halo will dump it's entire contents in 5 seconds. Calculated thats about 35 bps. Fast enough? The gun won't be. I run mine without the eye (right feed 2000 body with Race Gun frame) and haven't chopped a ball yet, ran at 11.6 bps classic mode this weekend and I think I out ran my hopper a few times, the Halo I just got should end that. For under $1000 you can get all the gun you'll need, if you can't find it, let me know and I can try to help. Hope it helps.

: Really, it mostly depends on the ram and bolt along with spring setup. The lighter these are, the fast it goes. Just about any cocker can do 20 BPS, WITHOUT SHOOTDOWN! What you need there is a good HPA system, something that can keep up. The best I've seen for fast cycling have been full delrin bolts, Shocktech or kapp Fat Rams, and LPR spring set. The springs are light, so they are easier to pull back quickly. I watched an orracle setup for 20.3 bps go off, that was sweet, gave a halo b a run for its money. Remember one thing, you can't sustain these HI rof's long. This isn't sustainable easily. I personally would save a little more money and get a better cocker build then what you are considering, but that is just me.
