Second question first: a powerfeed will raise your hopper. You can also get a smaller scope. My Gamo 3-7x20 fits under a VL200 with the stock (Tippmann) elbow.
Problem with powerfeeds, you have to use a elbow (i.e., VL-bow), which means your loader will want to spin around (especially if it's a Revy). They've also been known to break, usually at inconvenient times. ;-}

Regarding the site rail, you can cut (or remove) your shroud and install the Lapco raised site rail, which bolts onto the power tube with the 2 right screws. I have this on my other M98; it's very solid. I don't know if that will give you enough clearance above the CAR stock.
Another option is to replace your shroud with the new aluminum one; you might be able to mount a raised site rail on that.
On my Flatline, I use bottom line to a female Palmer stabilizer mounted under the grip, with a 16 oz CO2 tank. The 20 oz puts the eyepiece too far away, but the 16 is just right. Doesn't look as cool as the CAR, but it works for me. And my daughter. And her boyfriend; he tried it last weekend, and now he's saving up for one.
Since you use a remote, you can get a adjustable gas-through stock that screws into the bottomline. That works, but I don't like the tank on my back, and the hose catching on the brush, etc.
