RT IS or IS NOT considered "automatic?"

Has anyone run into problems with their RT being considered "automatic?" The RT is in fact one pull, one shot. NPPL and CPSA all say that one shot = one pull and that's what the RT does!!! I have been arguing with refs and event planners because they feel that the RT is automatic? Can anyone clarify this for me? Any input will help.... There are guys out there who have so called sweetspots that are faster than full, why don't they get called on that???
