All custom or model 98's I have seen have wobbly elbows. They are exactly high tolerance guns. They are simply designed to work well for long durations between maitenance. There should be a button on the top of the shroud to push, this will push the front sight down and release the elbow. As for fixing the loose elbow, the only way I ever did was when I got pissed off at it for releasing in a game and I glued the sight up and it stayed tight.
