There aren't two cocking positions, just one. If I understand you right, the gun is cocked, but it won't fire, but if you pull the hammer back, and release it, you can fire then.

On your trigger, there is a folded piece of sheet metal with a spring underneath it. That is basically a reset latch for the sear. If it wasn't there, when you held the trigger down, the sear would stay down, and the hammer would just keep going, instead of catching in the back (that's how the old SMG-60s and the Tippmann F/A shot full auto.)

If there is dirt or debris, or the spring is damaged, or the sheet metal is bent or deformed somehow, or something is keeping your trigger from swinging all the way forward, that latch won't be able to pop out. If it can't pop out, then it won't push on the sear to release the hammer and shoot.

You'll need to take to two receiver halves apart to get to it, but I'll bet a donut the problem is in something blocking how far the trigger can swing forward, or in that latch or its spring.
