20oz co2 tank garbage because of sticker?

i went to fill my co2 tank and my dealer wontfill it because i was starting to file it down i wanted it all silver there is a lil down to the silver he said eh wont fill it because of that and because i took the sticker off that says stuff like dont remove lol if i get another one will he fill it and does the paint really help hold the tank togher?
