Tactical and Ballistic Goggles

With further research, I have discovered that the insurance companies agree with Tom Sparkman (Thanks, Tom). My next question is whether or not the mask must be ballistic rated. It may be possible to pick up the M44 Ballistic Goggles used by the US military at an army surplus store for a reasonable price. But I have found that goggles offered for tactical purposes that are ballistic rated (i.e. bulletproof) run $80-120. There are tactical goggles that are essentially riot gear that run $20-30. According to info on insurance websites, all that is needed are googles. Face protection is highly recommended. I purpose a face shield over goggles, as is used in tactical situations. This gives the added advantage of reduced fogging. This is because the temp inside the face shield will be higher than the outdoor temp but lower than the temp in the goggles.

So the question is, are ballistic rated goggles necessary for paintball?
