Some possibilities......

The hammer is resting on the valve holding it open (cock it before you hook up the gas supply).

The new cup seal is damaged, or misinatalled, so that it is not sealing against the valve.

The valve was reinstalled backwards (since the leak is aparent when you blow in the ASA I suspect this - it would make a BIG leak).

The front o-ring on the valve body is damaged or missing.
