The shocktech low pressure chamber is longer and has a bigger area to hold more air so you don't out shoot your gun and it helps lower the pressure of the air. It's pretty much an extention of the valve. Remember, they call it a "low pressure" chamber for a rerason.
As for the bolt, although it really doesn't "increase" accuraccy, it shoots the air and hits the ball evenly which can "help" with accuraccy, but thats not the main reason for it, it's mostly for what Jacob said, to increase fps without using more air.
