One of the cheapest mods you can do to a Phantom is add a SS bottomline (Via: Tippmann, PMI, or ACI). In affect, it acts as an expantion chamber and When used with a CO2 regulator it performs just fine. However I have done some tests(Bottom line + 12g's)that suggest that lower pressure is the same as WHAT I STATED ABOVE; the recharge time is also reduced from ~5-7 seconds (standard backbottle setup) to ~1-3 seconds--With little chance for freeze ups.
