Yes, it does in fact have the holes that attach it to the cocking rod. Unfortunately, It's outer diameter is not consistant. It also has no ball detent so the tolerences must be close. It took about a week's worth of spare time to do, and if my father would be willing to do another, I would have him work more on the one he machined for me. Like I said before, I could draw up a schematic, and you could take it to a local machine shop. The money could be made by selling the Splatmaster Parts you have spare on this forum. Sorry for the inconvenience. I wish I could help, but the drawing is the best that I can do.
