too much tigger bounce?

my friend just picked up a used angel and the tigger is way to touchy is has a chain tigger on and I'm a little baffled, its like a reactive tigger right now one pull two balls. I'm trying to think how to turn it down abit so he does get burnt in his next tounament does anybody have any ideas about how to fix it?
