The IR3 can not receive messages or setting adjustments while in live mode. Additionally, with the interference of sunlight the IR communications are cut down to a few feet. The real reason for IR communication is for techs to easily work on it, and for a ref to check the modes during games (modes are transmitted each time the IR3 fires). Once the IR3 was fully described to him, NPPL Commissioner Bill Cookston said it was legal under the league rules.
