This has been a recurring problem on some, but not all Angels. It's usually caused by the Halo pushing the paint past the ball detent. Check the ball detent to make sure it's not missing and doesn't have a flat spot. Some people have had luck with greasing the belt inside the Halo.

Odyssey recommends:
Angel IR3: Most IR3s are fine out of the box, but if you have an IR3 that is chopping, we recommend you:
-adjust your Dwell from the factory setting of 14 to 17
-adjust your LPR to 95
