 The gate shouldn't restrict anything. Infact with cops you shouldn't really be able to chop much. If it is the gate, maybe consider trying a new one or modifying the current one. Removing blocking material so it will feed easier. As for the 26 modes of fire, it has become standard that they are restricted. No way around it that i know of...so far. ONly a couple countries are shipped with them open, or I do believe it is in A mode? We are in b mode.
