WGP 3-way ???(several)

I just put one of their new 3-ways with the allen screw adjuster on the end and what does it (the set screw)really do? I took it apart and to me it just looks like a screw that holds it together. From the factory it was loctited in place and there is no adjustment as the screw was all the way in. I am asking because I have heard a bunch of people say it was for timing, but I don't see how. Also is this the same as the oracle 3-way but without the knob type adjuster? Also why would anyone want a knob on the end of their 3-way, as it is way too many people mess with my rock knob when I am napping between games. thanks to anyone who can answer these questions.
