The front reg (LP reg) controls the pneumatic pressure of your cocker. Depending on the main spring you're using, how smooth the bolt moves, how smooth the ram operates, etc... you will require more or less pressure to recock the gun. Ideally you'd like to use the lowest pressure required to reliably recock the gun. The LP reg controls that pressure.

If it's a stock reg, to adjust it you need to pull off the pneumatic hose and unscrew the reg from the fitting in the front block. Between the fitting and the back of the reg is an adjusting screw. Turn it in (clockwise) to lower pressure and out (counter-clockwise) to increase pressure. Aftermarket regs are usually externally adjustable. To set the reg, turn down the pressure until the gun won't recock. Then, turn up the pressure till the gun cycles properly. Give it another quarter to half turn for good measure and you're good to go!
Adjusting the LP reg will have no effect on velocity!!!
