fluctuating velocity

I need help to solve my 02 cocker velocity problem. When i shout through it goes from 285-245. does anyone know how to solve this?
02 cocker
ans front block
palmer reg
shocktec swing trigger
sp freak kit
bull dog nitro tank

If anyone can give me suggestions that would help a lot thanks
