NCPA uses independent reffing. ;) (Whether we're a national league I suppose is up for debate.)

But, as Bill hit on, the main reason we are able to have independent reffing is that it's very easy to find competent refs in any given area who do NOT play the college league, since eligiblity for the college league is obviously quite restricted. For pretty much everyone else, anyone who is willing to pay to travel nationally to compete (and thus travel nationally to ref) already does so to play, and on a more regional level, teams who are qualified to ref a regional series probably already play that series as well.

There just are not very many people qualified to ref who don't want to play themselves. It would take quite a bit of money to convince enough qualified refs to give up playing, and I doubt most teams would be willing to stomach the coresponding entry fee increases.

Hopefully as out-of-industry support for paintball events increases, dollars available to event promoters will increase and allow more money to be devoting to recruiting and training enough qualified refs.
