They can run off of the same batteries. Independent speed controllers for each motor. Need a forward/neutral/reverse switch for each, too. It would work.
-or-
go back to the single axle, single electric motor style of the swamp buggy with independent brakes. But you would need a much bigger motor, like a 10hp, high torque. Costs $500 new. Won't spin 360's but will turn real tight.

The track, drive sprocket and boggies are the real issue. Look at those light weight snow buggies currently in production. Shucks, just buy one!
