CO2 Pump: How does it Work?

A question for the techies:

I have read about a Co2 pump for filling tanks. According to the literature this will fill tanks automatically without the need to chill the tanks first thus not wasting Co2 and pulling almost everything out of a bulk cylinder. Also special tank valves with a quick disconnect nipple can be used so that you can fill easier.

I run a small retail store and a field operator near me would like to find out more about this.

Question is:

I seems that the tank is filled without a scale. Normally Co2 is filled by weight, not pressure. How can the pump fill to the proper capacity without a scale? IS there something in the physics I am missing?

Co2 pressure being variable with temperature, this seems like a contradiction.

Is there anyone out there who uses one and can explain the mechanics of how it works?
