How do i fill 4500psi?

I bought a 4500psi tank and I have not been able to fill it ONCE in full! Where I live there isn't a single field with HPA fill station and all the scuba tanks I've found (including the one i bought) are around 3300psi. Is there any other way? Will a nitrogen tank make any difference? Or do I have to stick with 3000psi in a 4500psi tank?
