Seriously! I have both a Phantom & a Sniper II, and I'm here to tell you they both shoot almost exactly the same. SL-68's will do the same thing, as will any decent pump gun like the Maverick or Trracer, or even a tTigershark. *Any* gun will run off of low pressure. The real question is this - why do you want to? It will have zero effect on how it shoots. Pumps (designed to run at about 750-900 psi) will run just great using regular old CO2. The real key is *consistency* , not operating pressure. A good reg (CMI's is only $40) will do what you need. Don't buy into the hype of low pressure. It's just a by-product of good tuning, not necessarily a desireable goal. (I'll be glad to back up the argument with the science & physics if you want, but I'll wait for the request before I post another novel :-)
