Also - bio-chem warfare historically speaking has not been applied to the extent that it could be. Keep in mind that the potential is the issue here. Sure, historically nobody has been stupid enough to lay waste to an entire city. But 3 years ago - nobody had used a passenger airliner as a tactical weapon yet either. look what happened there?

Nuclear, Biological - the differences are not as big as you think. Yes most biowar agents publicly known are not persistent where nuclear agents are. But to underestimate the capability of weapons grade biowar agents is tantamount to courting disaster. It is quite possible to create a chemical agent with a high dispersion aerosol vector that can be delivered in a 100lb package to a city the size of Los Angeles and kill roughly 50 percent of the population in less than 10 days. I hope its never done, ever to anyone, but sad to say it is possible.

just because the weapon hasnt been used yet - doesnt mean it isnt there.

I do agree that in making war - yes you are right it is possible that could trigger use of what he already has. But ask yourself, what could he have if we give him another 10 years to develop nastier stuff?

I do concede that is the second succint arguement though. =)
