Im sure its tough on anyone to manage a game of that scale, and for the refs to memorize rules at the last minte it must be tough too. Why not laminate Note cards with tank rules, then give them to all the refs, and offer a copy printed on normal paper for the tankers, so that if they thought something had been ruled that wasnt in the game plan, they could civily ask the ref if he was sure and produce the paper, then even the newest ref could double check his card and right the wrong.
