few questions

are you cycling fast or slow?
if fast - maybe your pumping away faster than gravity can supply the breech?

if slow - are you sure your paint is clearing the breech before you finish your stroke? check the breech size to paint?

did you check your pump arm radius to make sure its got enough room for the BOLT to clear the BREECH? on a phantom you can turn the pump arm too many times inward and make the radius or distance that the pump stroke pushes the bolt insufficient for the breech to open fully.

those are about the only things I can think of on a Phantom - they are fairly simple markers.
