Follow this exact advice.

Start the car. Plug the charger into the cigarette lighter, plug the charger into the IR3. Turn the switch to "On". It should start charging and showing your a cascading charge bar in your battery slot. Once it starts doing this, turn the car off... it should continue to charge.
